Why is eBay taking this action against
sellers?
eBay requires sellers to
maintain minimum standards in buyer satisfaction. In order to
maintain a safe trading environment, eBay may place selling limits
on individual accounts if performance over the last 30 days has
resulted in
buyer dissatisfaction rates of
greater than 5%, based on negative and neutral feedback and/or item not received
complaints. Our
goal is to ensure
that the marketplace is a safe and reputable
place for our community to buy and sell.

Why was my eBay account restricted for seller non-performance?
Based on negative/neutral feedback and/or Item
Not Received complaints over the recent 30 day period, the level
of performance resulted in greater than 5%
buyer dissatisfaction. Buyer dissatisfaction may be caused by:
-
Item not received
-
Item significantly not as described
-
Item shipped late or packaged poorly
-
Inadequate communication with buyer throughout the transaction

eBay has restricted my account but my feedback
is 99.5% positive. Why have they done this?
In order to get a better picture of a seller's
recent activity, we identify sellers with declining customer
satisfaction rates in a manner that
evaluates recent performance. eBay reviews both
negative and neutral feedback, as well as Item Not Received Disputes over
the last 30 days of a seller's account activity. A seller who has
99.5% lifetime positive feedback may actually
have a much lower recent buyer satisfaction rating.

My account has been restricted but I need to
complete outstanding transactions. Can I do that?
An account restriction will either prevent a
seller from listing items for a period of time or will limit the
level of sales activity to a percentage of historical weekly volume,
based on a 30 day history of completed sales. These restrictions
generally allow sellers to complete existing transactions that have
ended
with a winning buyer. Provided that a
seller has not been suspended, he/she will still be able to complete transactions
as a buyer. Generally, the seller may continue to place bids on other seller's
items; however, in cases of severe seller non-performance, the
seller may lose both selling and buying privileges.

I received a complete selling restriction for a
certain period of time. According to the email
I originally received, my restriction should have expired by now but I am still
not able to list any items. Why?
Complete selling restrictions begin once
you log on to eBay and not when an email notice is
sent. So, if you received an email letting you know that you are restricted, you
should log on to eBay as soon as possible to start the restriction. If
you do not log on, the restriction will not begin and you may be restricted for
a longer period of time than indicated in the email.

I was told that I was restricted to a certain
percentage of my previous 90 day gross merchandise volume. I don't
understand how you calculate this and if this means I may not be able
to list at some point.
Yes,
it does mean
that you may not be able to list. When this type of
restriction is placed on your account, you will be limited in how much
you can sell. More details about this type of restriction can be found
in the email sent to you by eBay.

My account has been restricted; does this also affect my PayPal account/other eBay accounts?
At this
time, the account restriction does not affect
a seller's PayPal account or other eBay accounts.

My account has been blocked but I wasn't
informed by eBay. Aren't you supposed to warn
me first?
As part of our on-going efforts, eBay has
reminded sellers that they need to maintain a high level of customer
satisfaction or that action may be taken on their account. Seller
non-performance is one element of our overall strategy to improve
the buyer and seller experience on the site. With the large number
of sellers on the site, it is not possible to warn all members in
advance of an action being taken. To prevent a restriction on your
account, please review the Seller
Non-Performance policy page and Tips for
Sellers
.

You seem to only be taking action
against sellers. What about the bad buyers?
We have programs and
actions to address both non-performing buyers and sellers.

How are you classifying sellers?
Sellers are classified according to their
overall customer satisfaction levels. Sellers who are issued a restriction have
a greater
than 5% buyer dissatisfaction rate based on negative/neutral feedback and/or Item Not
Received complaints over the preceding 30 day period.
