You can respond to any feedback you receive, whether it's positive, neutral, or negative.

Just click on "View and respond to feedback about me" in the Feedback tab of My eBay (at the bottom of the page). Then click on the Respond link next to the correct user and item number, and enter your response. You can respond once to each feedback comment you receive.

Note:

The response you post is permanent, so be sure to make only fair and factual comments.
