Paperless Payments Overview

Cheques and money orders no longer allowed

As part of our ongoing commitment to improve the customer experience on eBay.ca, we are moving to an electronic checkout process that's faster, consistent and more secure for sellers and buyers. As of June 15, 2009, cheques and money orders will no longer be allowed as payment methods on eBay.ca. (This policy is already in effect on eBay.com.)

By moving to a paperless payment system that is more consistent with the rest of the ecommerce landscape, Canadian buyers and sellers will have access to the same payment safeguards and enhanced checkout experience that can be found on eBay.com.

All items appearing on eBay.ca must be paid for using either:

  • PayPal
  • Credit card payment to a seller (through a seller's Internet merchant account)
  • ProPay
  • Payment upon pickup
We are working closely with the other payment providers currently permitted on eBay.com and look forward to integrating them on eBay.ca later this year.

All of the approved electronic payment methods will be integrated into eBay checkout by early summer 2009. For example, buyers will be able to enter their credit card number directly into eBay checkout, and the payment will be routed to the seller's Internet merchant account or to their PayPal account.

Please note that the new payments policy does not apply to the vehicles categories in Motors, capital equipment categories in Business & Industrial, or Real Estate.

Meeting expectations for online payments

Buyers expect online payment to be safe, reliable and fast. The vast majority of ecommerce shoppers, including eBay buyers, use online payment methods and on eBay.ca, 99% of listings offer an electronic payment option. We need to deliver on these checkout and payment expectations to attract and retain buyers and generate increased sales for our sellers.

More Consistent:
For approximately 1 out of 6 transactions on eBay today, buyers leave the site to pay for an item. Integrating approved payment methods into eBay checkout provides a streamlined and trusted experience.
Faster and More Efficient:
Electronic payment methods give sellers faster access to funds, which can mean earlier shipments and an increase in buyer satisfaction. Of Canadian transactions paid with PayPal, 25 percent were paid within five minutes and 71 percent within 24 hours.
Safer:
Individuals who pay with a cheque or money order on eBay.ca are 61 percent more likely to file an "item not received" dispute, and 38 percent more likely to leave a negative Feedback than buyers who pay with PayPal or a credit card. Prohibiting paper payments can greatly reduce your exposure to fraudulent activity.

If you do not receive your eBay purchase or it is not as described, you likely have more recourse with electronic payment methods. As of June 30, 2009, eligible items paid with PayPal on eBay.ca will be covered by PayPal Buyer Protection for the full purchase price and original shipping costs and at no additional cost. More Reliable:
You will no longer be susceptible to fraudulent money orders which many sellers tell us is a significant risk. Plus, listings on eBay.ca that don't accept PayPal or credit cards are more than twice as likely to experience an unpaid item than listings that only accept PayPal and/or credit card.

As of June 30, 2009, PayPal will offer improved seller protection to all Canadian sellers with no annual limit for eBay items shipped to over 190 countries - even if the address is unconfirmed - at no additional cost. See eligibility.

Sellers will be paid faster with electronic payment methods, so they can ship items to you quickly.

These payment changes should also increase buyer confidence in shopping on eBay, which should result in increased sales for you and other sellers.


Improved PayPal Buyer and Seller Protection

Starting June 30, 2009, PayPal will be improving Seller Protection for all eBay.ca sellers residing in Canada. Sellers will be protected against claims, charge backs and reversals for unauthorized payments, and merchandise not received. There's no extra fee for improved PayPal Seller Protection, no annual limit, and sellers are covered on all eligible eBay transactions to buyers in 190 markets where PayPal is accepted. Buyer protection: "Pay with PayPal and you're covered." Starting June 30, 2009, PayPal Buyer Protection will provide merchandise not received or not as described coverage for the full purchase price and original shipping costs on eligible items paid for with PayPal on eBay.ca-no coverage limit. How does this change benefit sellers?
We made this change to better meet buyer expectations for a streamlined, more secure checkout experience on eBay and, in turn, increase buyer confidence in shopping on eBay. We are confident this will ultimately result in more buyers and increased sales for sellers. The change directly benefits sellers by making payments faster and more reliable, enabling sellers to ship more quickly, and increasing buyer satisfaction.

How does this change make payment to sellers faster?
Electronic payment methods give sellers more immediate access to funds. For example, of Canadian transactions paid with PayPal, 25% were paid within five minutes and 71% within 24 hours. This allows for faster fulfillment and shipping, which should increase buyer satisfaction and the detailed seller ratings buyers leave for sellers.

How does this change make payment to sellers more reliable?
Using online payment methods lowers unpaid item rates. Listings on eBay.ca that don't accept PayPal or credit cards are more than twice as likely to experience an unpaid item than listings that only accept PayPal and/or credit card. Also, as of June 30, 2009, PayPal will offer its improved seller protection to all Canadian sellers at no additional cost, with no annual coverage limit. See eligibility.

How does the change increase buyer confidence?
Buyers will have a more consistent and secure payment experience on eBay every time they shop. Buyers' experiences vary greatly depending on the seller and their payment provider. The current range of payment options on eBay.ca can leads to buyer experiences that are inconsistent and unpredictable, and that lowers overall buyer confidence in eBay and leaves buyers more vulnerable to online fraud. By using only integrated electronic payment methods in eBay checkout, buyers will be able to stay on eBay to pay.

Buyers will have fewer bad experiences: Buyers who pay with a cheque or money order on eBay.ca are 61 percent more likely to file an "item not received" dispute, and 38 percent more likely to leave a negative Feedback than buyers who pay with PayPal or a credit card.

If an eBay item is not received or is significantly not as described, buyers will also have more protection: As of June 30, 2009, PayPal will raise the coverage limit for PayPal Buyer Protection. Eligible transactions paid with PayPal on eBay.ca will be covered by PayPal Buyer Protection with no coverage amount limit and at no additional cost. See eligibility.

What about Google Checkout, Checkout by Amazon or Amazon Flexible Payment Services? Will these payment methods be offered?
No. The electronic payment methods available on eBay already provide security and protections and are already used by the vast majority of our buyers and sellers. Sellers on eBay.ca will be able to offer credit card payment to their merchant accounts, ProPay or PayPal, We are also working closely with the other electronic payment providers currently accepted on eBay.com and hope to be able to integrate them as eBay.ca payment methods later this year. Google's and Amazon's products and services compete with eBay on a number of levels, so we are not going to allow them on eBay.

Do these changes affect all eBay sites?
These changes only affect the Canadian eBay site (both English and French). The same changes were implemented on eBay.com last year. Please check other countries' individual sites for more information and updates on payment requirements.

Why didn't eBay.ca switch to paperless payments at the same time as eBay.com?
As with many of our new initiatives, eBay is rolling out the changes on a market-by-market basis, beginning with the US last year. Now that paperless payments has been successfully implemented in the US, we are able to introduce it to Canada quickly and efficiently.

What is eBay doing to educate buyers about these changes and keep them shopping on eBay?
The vast majority of buyers already use the approved electronic payment methods to purchase items on eBay, and these changes won't affect their shopping experiences on eBay. eBay is educating buyers who were heavy cheque or money order users to retain them. In addition, as of June 30, 2009, eligible transactions paid with PayPal will be covered for item not received and item significantly not as described by PayPal Buyer Protection for the full purchase price, plus original shipping expense, at no additional cost. If I already offer one or more of the approved payment methods, what do I have to do to comply and when will I need to make changes to my listings?
If you already offer only the approved electronic payment methods to your customers, you're already meeting the new requirements. If you offer one or more of the approved electronic payment methods as well as other prohibited payment methods, as of June 15, 2009, your listings can only display the allowed methods. You must also remove any reference to cheques and money orders from your item descriptions and additional checkout instructions by June 15.

What if I only accept cheques, money orders or other payment methods that are prohibited?
As of June 15, you need to do at least one of the following:
  • Add PayPal as a payment method to your listings. This can be done by editing your Selling Preferences in My eBay > My Account > Site Preferences.
  • Sign up with ProPay to offer this electronic payment option to your customers.
  • Accept credit or debit cards through your Internet merchant account.
As of June 15, you must also:
  • Remove any reference to the prohibited payment methods from your item descriptions and additional checkout instructions.
Do I have to remove references to prohibited payment methods from my templates and item descriptions?
Yes, you must remove references to prohibited payment methods from your templates and item descriptions. This will not be done automatically. If prohibited payment methods are included in your item description, your listing will be in violation of the new Accepted Payments Policy and, as of June 15, 2009, may be removed from eBay.

Is there an easy way to change my listings?
Yes. To remove item description wording in a large number of listings, we recommend that you use "search and replace" within Turbo Lister. To find detailed instructions, please read the instructions archive in the "Revising Listings Quickly and Efficiently" workshop that was conducted on October 7, 2008 for eBay.com sellers.

What payment methods can a buyer choose when paying on pickup?
Buyers may choose whatever payment method seller and buyer agree to when they pay on pickup, including cheques, money orders and cash. A seller may specify "Contact me for payment methods to pay on pickup." However, sellers are not allowed to request payment by prohibited payment methods. Also note, sellers may not select "pay on pickup" as a sole payment option in their listing. At least one of the approved electronic payment methods must always be an option for buyers. PayPal Seller Protection is not available for transactions paid by PayPal where the seller delivers the item in person.

What should I do if a buyer demands to pay with cheques or money orders?
We know that some buyers still want to pay with cheques and money orders, even after this policy change goes into effect. When this happens, explain to your buyers the benefits that come with electronic payments:
  • More secure payments
  • Faster delivery of their purchases
  • More protection in case anything goes wrong.
What should I do if I have long-standing, repeat customers who insist on paying with cheques or money orders, even after I explain the benefits of electronic payments and offer suggestions?
We know this may happen occasionally. A seller can accept cheque and money order payment from a buyer if (and only if) the buyer requests it. We will not take action against a seller who is trying to accommodate their buyer, complete a sale and be in compliance with the policy. Sellers cannot in any way solicit cheque or money order payment from a buyer. This is considered abuse of the payments policy.

Remember also, you can refuse to accept these payment methods. If the buyer doesn't pay, you can file an unpaid item (UPI) complaint. Buyers who insist on paying with these prohibited payment methods in a UPI claim will lose the claim and will not be allowed to leave negative Feedback.

What happens to my Feedback if a winning bidder refuses to pay using the payment methods specified in my listing?
If the buyer refuses to pay using the payment methods specified in your listing, file an Unpaid Item (UPI) dispute. If the buyer fails to respond to eBay's requests for more information through the UPI process, provides an inadequate response or insists upon paying with an unapproved payment method, any negative or neutral Feedback left by the buyer will be removed.

What if a buyer threatens negative Feedback to demand payment by a method not specified in my listing?
You should immediately report the buyer to eBay. If there is clear evidence of undue pressure, eBay may take action. If a buyer shows a pattern of this behaviour, eBay will most likely suspend the buyer, and any negative or neutral Feedback the buyer left for any sellers will be removed.

What will happen if I ask a buyer to use a prohibited payment method?
Requesting prohibited payment methods from your customers either by email or in your item description is a violation of the new Accepted Payments Policy. Violations of this policy may result in:
  • Listing cancellation
  • Forfeit of eBay fees on cancelled listings
  • Limits on account privileges
  • Loss of PowerSeller status
  • Account suspension

How can my buyers pay for items over $10,000 with PayPal? Isn't there a per transaction sending limit of $10,000 when using PayPal?
In August 2009, PayPal will enable domestic payments of more than $10,000 on eBay.ca. Furthermore, as of August 2009, for a limited time, eCheck pricing for sellers will remain capped at $5 on transactions over $10,000. The $10,000 per transaction limit continues to apply to purchases made on eBay Motors, as well as capital equipment and real estate purchase in the Business and Industrial and Real Estate categories.

What other improvements to PayPal are coming?
This summer, PayPal will be making many improvements for eBay customers. In addition to making PayPal safer with expanded Buyer Protection and Seller Protection, we are also making PayPal faster and easier to use on eBay.
  • Making it easier for buyers who do not have a PayPal account to pay directly with a credit card if a seller accepts PayPal
  • Simplifying checkout for buyers who forget their PayPal password
  • Making it easier for buyers to complete high-priced transactions
What is an Internet merchant account? How do I get one?
An Internet merchant account is an account that allows sellers to receive credit card payments from online customers through a secure payment gateway to a credit card processor. A Payflow Gateway Service will be available in early summer 2009 at no extra cost to all eBay sellers with an Internet merchant account. This feature is currently in beta testing with a small number of US sellers, and we are refining the feature based on their feedback. You can create an Internet merchant account by contacting your bank, or by contacting a merchant credit card processing company. Transaction fees may vary, so compare several options before you open an account.

I don't have an Internet merchant account. Can buyers still pay for my items with a credit card?
Yes. If you offer PayPal, your customers will be able to pay you with a credit card through PayPal.

I have an Internet merchant account. How do I accept payments? Is this changing?
To accept direct credit card payments from your buyers to your Internet merchant account, simply add credit card as a payment option to your listings. You may also want to offer additional checkout instructions to let the buyer know how to send their credit card information to you. A Payflow Gateway Service will be available in early summer 2009 at no extra cost to all eBay sellers with an Internet merchant account. This feature is currently in beta testing with a small US number of sellers, and we are refining the feature based on their feedback. This will allow buyers to enter their credit card information directly and securely in eBay checkout.

When will direct credit card payments to my Internet merchant account be integrated into eBay checkout?
Sellers with Internet merchant accounts will be able to accept credit card payments directly through eBay checkout in 2009. A Payflow Gateway Service will be available in early summer 2009 at no extra cost to all eBay sellers with an Internet merchant account. This feature is currently in beta testing with a small number of US sellers and we are refining the feature based on their feedback. With this service, your buyers will be able to enter their credit card information securely in eBay checkout and their payment will be routed directly to your Internet merchant account. This option will offer a secure and more convenient option for your buyers and greater efficiency for sellers. This feature will be voluntary, but most sellers should find it to be a secure and more convenient option for their buyers and more efficient for their businesses. Sellers who are currently using a third party checkout solution to process credit card payments may continue to do so after June 2009.

How will direct credit card payments to my Internet merchant account work and what do I need to do to use this option?
In checkout, buyers' credit card information will be sent securely to the seller's merchant credit card processor via the Payflow Payment Gateway. To take advantage of this option, sellers will need to have several things in place:
  • An existing Internet merchant account with their bank or credit card processing company.
  • Your processor account information from your Internet merchant service provider.
  • An account with Payflow Payment Gateway. This is a FREE service for eBay sellers, and can be established through a link displayed in your seller preferences page in My eBay starting in summer 2009.
Are there extra fees if I accept credit cards through my Internet merchant account on eBay?
No. There are no additional charges by eBay if you accept credit card payments directly through your Internet merchant account on eBay.

How can I accept payments through ProPay?
You'll need to sign up with ProPay first to accept payments through them. To sign up with ProPay, go to www.ProPay.ca. When you sign up with ProPay, you'll be sent through eBay's authorization process for third-party service providers. You'll be asked to give permission to ProPay so they can process your payments. After your account has been set up, you'll need to add ProPay as a payment method to your listing in Sell Your Item (SYI) or another listing tool. Fees and services may vary, so visit www.ProPay.ca for more information about this alternative payment option.

What's changing with PayPal's seller protection and when?
PayPal will be improving Seller Protection for all eBay.ca sellers residing in Canada. The improved Seller Protection will provide all eBay sellers the same coverage currently offered only to PowerSellers through expanded seller protection. See eligibility. PayPal expects to introduce this enhanced coverage on June 30, 2009.

How does PayPal's improved Seller Protection benefit sellers?
Beginning June 30, 2009, PayPal's Seller Protection will be improved for all sellers with a Canadian PayPal account. Sellers will be protected against claims, chargebacks and reversals for unauthorized payments and merchandise not received when transactions meet the terms of coverage. The coverage is available for items sold on eBay.ca paid for with PayPal. Improved Seller Protection now applies to transactions that are shipped to 190 markets worldwide where PayPal is accepted. PayPal's Seller Protection is provided without additional cost and has no coverage amount limit. With the improved Seller Protection, sellers will also enjoy:
  • Coverage for any shipping address-confirmed or unconfirmed-for items sold on eBay

To help eBay buyers shop with confidence, beginning June 30, 2009, PayPal will be expanding its Buyer Protection for items not received or significantly not as described to cover the full purchase price and original shipping costs for all eligible purchases on eBay.ca paid with PayPal. Why is PayPal's Buyer Protection changing?
We want to help buyers feel confident about shopping on eBay. In particular, we want to increase buyer confidence in purchasing higher priced items. And of course, confident buyers mean more sales for eBay sellers which benefits everyone.

Is eBay offering Buyer Protection for all purchases?
It will be offered only for eligible eBay.ca purchases made beginning June 30, 2009, and only for purchases paid with PayPal. Certain categories are excluded. See eligibility.
