Deliver great service to help ensure fast access to funds
In order to encourage successful fulfillment, payments to some sellers who sell on eBay.ca and eBay.com will be pending and unavailable for a period of time, as explained in detail below.
Common reasons your funds might be pending
These are the most common reasons that you would be affected:
- You're a new seller or have limited selling history, which means you have not yet met all of the following:
- It's been 90 days or less since your first successful sale
- You've made 25 or fewer sales transactions
- You've had $250 or less in total sales
- You have a Below Standard rating in your eBay seller dashboard, under either the US or Global standards evaluation.
- There may be a high level of risk associated with your account or transactions
What can I do to help get my funds more quickly?
In most cases funds will be available 21 days after the buyer pays for their item,. Based on your shipping method and what shipping information you provide, here’s when your funds should be available:
- 21 days after the buyer pays in most cases is applicable to Canadian sellers. Funds will be available earlier than 21 days under the following circumstances.
- 3 days after we can confirm the order was delivered, if you list on eBay.com, ship from inside the United States using USPS or UPS, and print labels using eBay or PayPal. Additionally, your tracking information uploads automatically and you’ll get funds to help cover shipping (Some restrictions apply).
- 3 days after we can confirm the order was delivered, if you list on eBay.com and ship from inside the United States using USPS, UPS or FedEx and manually enter your tracking information on eBay or the PayPal Transaction Details page.
- 7 days after your latest estimated delivery date, if you mark the item as shipped in My eBay and an estimated delivery date can be calculated. Delivery estimates are currently supported for listings created on eBay.com when the buyer is located in the US, and will soon be supported for listings created on eBay.ca when the buyer is located in Canada.
Please keep in mind that it may take longer to get funds if your buyer reports a problem with the transaction.

- Achieve and maintain eBay Top-rated seller, Above Standard, or Standard status.
- Respond quickly to resolve any buyer issues.
- Provide great service and prevent Buyer Protection claims from being opened.

If you print labels on eBay for USPS shipping (domestic or First Class international), up to $15 of your buyer’s funds will be available immediately to cover shipping costs for any order less than $50. For any order with a total cost that exceeds $50, up to 30% of the funds from you buyer will be available immediately to cover shipping costs. If you use PayPal for USPS, UPS or Canada Post, you'll need to pay for shipping when you print the label but the reimbursement will be deposited back to your PayPal account within 24 hours.
This is for the benefit of all buyers and sellers. For sellers with a limited selling history, sellers who are not meeting minimum performance standards, and sellers who have a high risk of account or transaction issues, funds will not be available for a period of time to encourage successful fulfillment.
If you are a new or Below Standard seller and use eBay’s “Sell Your Item” process to list your item, you’ll be notified that you are affected when you create the listing. You’ll also see new information in My eBay, including the estimated date funds will be available. Additionally, all affected sellers will receive a notification from PayPal when a payment is received and the funds are in your Pending Balance in your PayPal account.
This will apply to all of your active or “live” listings, such as Good ‘Til Cancelled listings. If you fall Below Standard under the US performance standards, listings created on eBay.com will be impacted. If you fall Below Standard under Global performance standards, the listings created on eBay.ca will be impacted.
If you are affected by this, you’ll see the status of your payments in My eBay, including the estimated date funds will be available and steps you can take to help get your funds faster. You can also log in to your PayPal account for up-to-date information on the status of your payments.
Sellers with 10 or more Detailed Seller Ratings (DSRs) over a 12 month period have access to a Seller Dashboard in My eBay and can see their current performance rating. Sellers who fall Below Standard will also receive a monthly email notifying them of their change in status.
It is possible to have Standard eBay seller status but still be affected by this because you have limited selling history—90 days or less from your first sale, 25 or fewer sales transaction, or less than $250 in total sales.
Yes, you could be subject to this if a high level of risk may be associated with your account or transactions – for example a sudden spike in eBay Buyer Protection cases, PayPal disputes or claims, unusual selling activity, items with an exceptionally high selling price, or sales in a new category or a category such as: tickets, travel, gift certificates, computers, consumer electronics, or cell phones.
Even if this update doesn't apply to you, there may be other PayPal policies that may impact the availability of funds in your Account. Learn more.
eBay evaluates seller performance every 30 days both for US buyers and for all global buyers. If your rating moves to Standard or Above Standard in the US program, or if you achieve eBay Top-rated seller status in the US program, your seller performance standard will no longer be a reason why funds are unavailable where your listings were created on eBay.com, so long as you maintain your improved performance and status. Similarly, if your rating moves to Standard or Above Standard in the global program, or you achieve eBay Top-rated seller status in the global program, then your seller performance will no longer be a reason for funds to be unavailable where your listings were created on eBay.ca.
If an eBay Buyer Protection case, PayPal claim or PayPal dispute is opened, or a credit card chargeback is received or other reversal is initiated during the time the payment is pending, funds for that sale are unavailable until the seller resolves the issue or the case is found in the seller’s favor. If the seller does not resolve the issue or is found responsible, eBay or PayPal will refund the buyer’s payment.
If you are subject to this update, it will apply to all your listings on eBay.ca and eBay.com, wherever your buyer is located.
eBay buyer Feedback will not affect the availability of funds. Many buyers leave Feedback before they even receive the item, or not at all.
Only PayPal transactions are covered by this. Payment through other methods is covered by the terms and practices of each provider.
For affected sellers, funds from sales of services will be available in 21 days from when the buyer pays.
Funds will be available based on the status of the eBay account from which an item is sold. All new accounts, even those created by established sellers, will be subject to this change.
